The IRTC is comprised of two committees: the Policy Committee upon which sit elected officials from every jurisdiction within the MPO planning area, and the Technical Committee which includes planning and engineering personal from those jurisdictions.

The MPO makes its recommendations, and provides study results and technical information, to the IRTC Policy Committee which serves as the decision-making body for the regional transportation planning process.
