Through a series of Tasks, this study phase will focus on positioning the region for a successful application to the Federal Transit Administration (FTA), allowing the Northeast Corridor Rapid Transit project to enter the New Starts pipeline in preliminary engineering. The HNTB/Cambridge Systematics team will refine system alternatives as needed to increase mobility benefits while reducing capital and operating costs, incorporate results of the ongoing Regional Land Use “Smart Growth” study, and support the development of regional consensus on the Local Funding Options.

REMAINING TASKS
The remaining work includes:
Task 1: Compiling information from DIRECTIONS Phases I, II & III.
-Refining the study purpose and need.
-Refining alternative screening criteria
-Refining definition of alternatives
Task 2: Updating capital and operating cost estimates
-Refining operating and maintenance cost estimates
Task 3: Updating the financial implementation plan
Task 4: Conducting Alternatives Analysis
-Describing Land Use (including existing land use, transit-supportive plans and policies and potential impact of transit investment on regional land use)
-Incorporating Ridership Forecasts
-Incorporating Traffic Impact Studies
-Preparing Evaluation of Alternatives Report
Task 5: Participating in the Public Involvement Process
-Facilitating Public Meetings
-Preparing Presentation Materials
